Position Summary:

The Scripps Research Institute is currently seeking a Sr. Buyer to source and expedites the purchase of domestic and/or international, medium to high-risk and medium to high-cost supplies, equipment, parts, and services for the institute. May specialize in construction, facilities, MRO (maintenance, repairs, and operations) capital equipment, scientific orders, institutional services and equipment maintenance agreements. Drafts, reviews, negotiates and executes purchase orders and medium-complexity contracts. Works with suppliers and internal stakeholders to identify solutions that support operational requirements while reducing total cost of ownership. Ensures risk mitigation by modifying and negotiating contracts for protection of property, liability, and intellectual property. May perform special duties such as the purchase of, software licensing agreements, coordinating consignment supply programs, ensuring vendor compliance with federal regulations, and assisting labs with importation of equipment and biologicals/plants through USDA, FDA and US Customs, or assisting in the management of ongoing service contracts with third-party vendors (e.g. facilities/building services).


  • Evaluates and selects suppliers; manages supplier relationships (SRM) and performance including basic supplier segmentation of high-value or highly visible suppliers, measuring key performance indicators (KPIs), ensuring contract compliance, managing multi-year master contracts to optimize opportunities, etc..
  • Creates RFPs, RFQs; collects and summarizes information and documentation necessary for preparation of competitive bids or quotes, including equipment specifications, facilities requirements, and other related procurement issues; may manage institutional level medium complexity bids for services.
  • Drafts and amends contracts using internally approved clause library and making languages recommendations, working with suppliers and internal stakeholders to procure capital equipment, parts, and services ensuring internal contract compliance and troubleshooting supplier compliance to contract terms and conditions.
  • Negotiates pricing, product availability, payment schedules, installation, training and maintenance agreements, insurance requirements and other purchasing considerations within predetermined scope, negotiating contracts and services at the lowest possible cost to the Institute with value added services; evaluates potential purchases for problems including time constraints, size limitations, incompatibility with existing equipment or facilities, availability of utilities or other components necessary for operation, performance history of supplier, liability and/or software licensing issues, and other issues that may affect use of equipment purchased or services contracted.
  • Reviews and negotiates medium level complexity purchase requisitions and orders (via SciQuest and/or paper), ensures appropriate approvals are obtained and required documentation is attached and achieves compliance with internal policy and external regulations.
  • Researches and resolves all purchase order and contract issues including locating and securing non-delivered goods; coordinates returns, replacements and/or repair of defective items, and resolves performance and warranty issues; coordinates resolution of vendor payment issues with Accounts Payable within predefined scope.
  • Identifies opportunities to enhance procurement efficiency through process improvement, automation, and leveraging supplier value-add programs. Promotes programs to reduce non-value-add activities and maximize institutional funding;
  • Provides growth opportunities to Small Business Concerns by increasing overall awareness to stakeholders; includes as appropriate in the bid, evaluation and award process in alignment with the Uniform Guidance.
  • Assists in developing, modifying or implementing new data collection and purchasing automation procedures, processes, and systems.
  • Identifies and engages the appropriate level of stakeholder, builds alliances and partnerships to garner support.
  • Provides departments/labs guidance on purchasing procedures and specialty and/or technical advice in determining specifications for items/services procured; coordinates purchasing efforts with user departments/labs to ensure proper delivery, site preparation and installation of items/services selected.
  • Stays abreast of market conditions as appropriate to assigned commodities/services.
  • May provide specialized training or assistance to other procurement employees.
  • Performs other projects and responsibilities as assigned.

Physical Requirements:

With or without reasonable accommodation, employees in this position must be able to sit and type at a computer terminal for up to 8 hours per day with appropriate breaks and perform tasks that require fine dexterity and repetitive motions using the arms, hands, wrists and fingers. Basic Qualifications:
  • Bachelor’s degree, preferably in supply chain management or business, or the equivalent combination of education, training, and experience.
  • Minimum five years procurement experience in a research, educational, or government-funded organization, focused in scientific, IT, MRO, software licensing, or other specialty commodity areas as appropriate for the specific position, demonstrating skills and experience with sourcing, strategic negotiations, contractual language addressing liability, intellectual property, and risk management awareness.
  • Strong Microsoft Office Skills (Word, Excel, Project, PowerPoint, Exchange, Outlook, Visio, etc.).
  • Strong skills in bidding, contracting, PO, and ERP and electronic procurement systems, and other specialized software platforms as required (OneSolution, DocuSign, Jaggaer/SciQuest, etc.).
  • Familiar with purchasing in a regulated environment including; grant funded not-for-profits, government commodity specific compliance and the OMB Uniform Guidance.
  • Understands cost drivers, market influences, negotiation strategy, confident in working cross-functionally (with legal and stakeholders), engaging supplier’s senior level management.
  • Demonstrates a medium to advanced understanding of operational issues, SOPs, performance standards, culture, and other environmental aspects that influence procurement.
  • Has a thorough understanding of the requisition to check process, including the systems, relationships, and integration points.
  • Ability to organize thoughts convey information effectively, present to small and medium-sized groups with focus and poise, most levels of the Institute; understand a variety of channels to convey to others. Possesses strong grammar and analytical skills.
  • Identifies and corrects process errors; is able to apply and generalize corrective actions to new situations; makes suggestions that lead to more efficient work processes.
  • Biotech, Pharma, not-for-profit experience helpful.
  • Expertise in data mining, ability to acquire market intelligence as it pertains to a category, knows where to locate needed data or information.
  • Must demonstrate integrity/ethics at the highest level in all aspects of the role.
Preferred Qualifications:
  • Certified Procurement Manager (CPM) or Certified Purchasing and Supply Management (CPSM) preferred.
Compensation: $58,531 - $73,174 where someone may fall will depend on experience, budget and internal equity.
